Regulation on the Practice, Registration, and Professional Supervision of Independent Interior Architecture Services
This regulation defines the scope of professional activities in the field of interior architecture. Accordingly, the areas of interior architecture services and design are as follows:
Main Areas of Practice and Principles to be Observed
ARTICLE 5 – (1) In terms of its scope of services, the interior architect provides services within two main categories in the field of interior architecture: building production, renovation-reorganization, and sustainability. In the production process of interior spaces, the interior architect creates works in collaboration with multiple parties, in accordance with relevant regulations. The main areas of service are as follows:
a) Providing design, implementation, consultancy, and advisory services that are aesthetically aligned with technical requirements, in coordination with other areas of expertise involved in the building production process.
b) Providing design, implementation, consultancy, and advisory services that are aesthetically aligned with technical requirements for the renovation, repair, functional transformation, refurbishment, furnishing, and sustainability of interior spaces.
(2) The interior architect is required to collaborate with the author of the building project, as stipulated by applicable laws and regulations, when providing the services listed in the first paragraph, and must respect the intellectual property rights of the project. The interior architect is considered the author and the intellectual property owner of the project and implementation carried out within the specified interior space.
Design, Implementation, Consultancy, and Other Services
ARTICLE 6 – (1) Within the scope of Article 5 of this Regulation, the interior architect is authorized and responsible for creating, implementing, and supervising designs in enclosed and semi-enclosed interior spaces, focusing on comfort conditions, safety, and functionality. The areas of design and service include the following:
a) Interior Architecture Design Services;
1) Interior space design, including the design of original movable and fixed furniture and accessories,
2) The design and implementation of equipment, furnishings, and installations related to interior spaces,
3) The development and renovation of spaces with new design concepts that adapt former functions to current needs and/or the design and arrangement of functional alteration projects for interior spaces where a new function will be introduced, different from the original purpose of the structure,
4) The surveying and dimensioning of interior spaces,
5) Interior architecture project services,
6) The preparation of specifications and tender documents related to interior spaces, as well as the provision of professional supervision and inspection services,
7) Interior decoration,
8) Generating proposals related to multidisciplinary fields within the scope of environmental design, and interior space project and implementation services,
9) The selection and application of colors, textures, and materials appropriate to the designed interior space.
10) The design and implementation of trade fair stands and exhibition layouts, the organization of exhibition spaces, and the design and execution of temporary installations, including the necessary accessories and environmental requirements for such temporary design applications,
11) The design and arrangement of interior spaces for land, sea, and air vehicles,
12) Set and stage decorations,
13) The development and implementation of interior space projects for restoration, restitution, and conservation purposes, in collaboration with other disciplines, by professionals who have received the relevant training,
14) Continuous technical supervision and work related to building sustainability,
15) "Includes consultancy and advisory services.
b) Interior architecture implementation and management services: These include professional interior architecture supervision for jointly produced works and/or works under execution, site management in interior architecture applications, technical responsibility for interior architecture implementation, ensuring technical sustainability within the building, and acceptance and handover procedures.
c) Interior architecture design consultancy services: These include providing consultancy, advisory, expert witness, arbitration, appraisal, jury membership, and reporting services related to interior architecture for jointly produced works and/or works under execution, as well as for ensuring technical sustainability within the building. The services also encompass interior architecture project management, feasibility studies, program preparation, specialized research and studies, file preparation, the execution of tasks and procedures requiring follow-up, preparation of tender documents, development of comparative bill of quantities, selection of technical equipment and materials, and preparation of specifications for the selection and implementation of materials suitable for the intended function.
ç) Interior architecture education activities: These encompass activities related to interior architecture education and its advancement. Such activities include the development of departments established with the approval of the Chamber, the monitoring, improvement, and enhancement of educational programs, the development of teaching staff, and the professional and technical training activities organized by the Chamber.
d) Other artistic activities: These include the selection of artworks, model making, and three-dimensional visual works, as well as the organization, design, and implementation of spaces for temporary events such as fairs, meetings, exhibitions, conferences, congresses, concerts, premiere nights, and similar institutional events.
(2) The interior architect shall also provide services, within the framework of the provisions of the first paragraph, in new professional service areas that may be defined through national or international regulations and amendments to the law.
